Billboard bleeds in the rain. You puke in your car

Papakura, NZ isn’t messing around with the warnings on safe driving during the rain.  The local government installed a billboard of a young boy with the caption: “Rain changes everything. Please drive to conditions.”  Pretty bland until you see what the billboard does when it rains.
